SAMPANN: Transforming Pension Administration for DoT Pensioners through Digital Integration

• SAMPANN = System for Accounting and Management of Pension; an integrated online pension management system for Department of Telecommunications (DoT) pensioners covering processing, sanctioning and direct bank disbursement.
• Developed, owned and operated by the Office of the Controller General of Communication Accounts (O/o CGCA) under the Ministry of Communications.
• Dedicated to the nation by PM Narendra Modi on 29 December 2018; one of the early digital-governance backbones for central pensioners outside CPAO.
• Relevance: governance/digital-India case study, e-governance integration (DigiLocker, UMANG, PFMS), and pensioner welfare — frequently tested in Prelims as "ministry/launch year/full form" trap.
