Establishment of FRA Cells

• FRA Cells = dedicated administrative support units at State and District/Sub-Divisional levels to operationalise the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (FRA).
• Established under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) by the Ministry of Tribal Affairs (MoTA) to plug institutional and database gaps in FRA implementation.
• UPSC relevance: intersects GS-II (governance, tribal welfare, statutory rights) and GS-III (forest/environment) — recurring Prelims fodder on FRA + new institutional architecture.
