• Blue Revolution = umbrella policy push to transform India's fisheries & aquaculture into a modern, productive, export-oriented sector; current flagship vehicle is PMMSY (2020–).
• Implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying (carved out as a separate Ministry in June 2019).
• High UPSC salience: intersects GS-III (agriculture allied sector, food security, economy), GS-II (centrally sponsored schemes, federalism) and Environment (sustainable marine resource use).
