- Lead ministries: Petroleum & Natural Gas (MoPNG), External Affairs (MEA), Ports, Shipping & Waterways (MoPSW), and Information & Broadcasting (MIB).
- Examines the whole-of-government response model: crisis coordination, fuel substitution (LPG→PNG/Auto LPG), credit guarantees for MSMEs, and seafarer evacuation — examinable for GS-II (governance, diaspora) and GS-III (energy, internal security, economy).
