  1. Significance for energy security
  2. Significance for West Asia policy
  3. Constraints

The UAE is the only country participating in India's Strategic Petroleum Reserve programme [1]. That shows how far the relationship has come. It began as a simple buyer–seller link and is now a Comprehensive Strategic Partnership that supports both India's energy security and its policy towards West Asia.

Significance for energy security

  • Varied supply: In FY 2024-25 the UAE was India's 4th largest crude source, 3rd largest LNG source and largest LPG supplier [1]. This means India depends less on any single Gulf producer.
  • Emergency reserves: The ISPRL–ADNOC MoU of May 2026 deepens UAE participation in India's emergency oil stockpiles [1]. These stocks protect India when supplies are disrupted.
  • Assured household fuel: The IOCL–ADNOC LPG agreement secures long-term supply of cooking gas [1].
  • Investment as well as trade: The UAE is India's 7th largest investor, with cumulative FDI of US$25.19 bn [1]. A Bilateral Investment Treaty has been in force since August 2024 [1]. Energy ties are therefore backed by capital invested in each other's economies.

Significance for West Asia policy

  • Economic anchor: Trade crossed US$100 bn in FY 2025-26, and the two sides aim for US$200 bn by 2032 [1]. This makes the UAE India's gateway to the Gulf.
  • Connectivity: India and the UAE signed an Inter-Governmental Framework Agreement on IMEC in February 2024 [2]. It places the UAE at India's end of a corridor running to Europe. A ship-repair cluster at Vadinar (Cochin Shipyard–Drydocks World) adds a maritime link [1].
  • Security partner: Defence ties began with the 2003 MoU on Defence Cooperation and were raised by the Framework for the Strategic Defence Partnership in 2026 [1]. The exercise MOUNTAIN GUARDIAN 2026 at Chaubatia extends army training into mountain warfare [3].
  • Diaspora: Indians are the largest expatriate group in the UAE, and their remittances support India's forex reserves [1]. India therefore has a direct stake in Gulf stability.
  • Technology: A C-DAC–G42 term sheet for supercomputing moves the partnership beyond hydrocarbons [1].

Constraints

  • The partnership still relies heavily on fossil fuels, and regional conflicts can disrupt it.
  • Military cooperation is still small: 46 personnel per side [3].

Together, energy, investment, connectivity and defence make the UAE India's most dependable partner in West Asia. India can build on this by linking emergency reserves, IMEC and joint work in defence industry. That would turn a supply relationship into a lasting partnership for regional stability, in line with India's interest-based, balanced engagement with West Asia.
