Argentina is part of the resource-rich "Lithium Triangle". In January 2024, KABIL leased five lithium blocks in Catamarca, India's first-ever acquisition of lithium resources abroad [1]. The relationship has been a Strategic Partnership since 2019 [1]. It has strong convergences, but also gaps that still hold it back.

Convergences

  • Critical minerals: KABIL's ~₹200 crore project gives India exploration and exclusivity rights over five blocks, and the right to mine them if lithium is found [2]. A separate MoU on lithium exploration and mining builds on this [4].
  • Energy: In February 2023, OVL and YPF signed an oil-and-gas agreement. In November 2024, India's Heavy Water Board agreed to supply heavy water to Argentina for four years [1].
  • Defence: The first commercial defence agreement was signed in February 2023: HAL helicopter spares and engine maintenance for the Argentine Air Force. In July 2023, an Argentine Defence Minister made the first-ever bilateral visit to India. The two Armies have also climbed Aconcagua and Mt Kun together [1].
  • Political momentum: The PM's July 2025 visit was the first bilateral visit in 57 years [1]. It named critical minerals, oil & gas, defence, nuclear energy and UPI as priority areas [3].
  • Food security: Argentina is a primary supplier of edible oils, especially soybean oil [1].

Challenges

  • Volatile trade: Trade peaked at USD 6.4 bn in 2022. It fell 39% to USD 3.9 bn in 2023 because of drought and a forex shortage, then recovered to USD 6.91 bn in 2025 [1].
  • Narrow trade basket: Imports are dominated by vegetable oils [1], so one poor Argentine harvest pulls down overall trade.
  • Minerals still prospective: The Catamarca blocks are only at the exploration stage. Mining depends on proving there is enough lithium [2].
  • Thin defence-industrial base: Apart from the spares deal and the HAL–FAdeA pact [1], there has been no major platform sale. India is targeting ₹50,000 crore in defence exports by 2029 [5].
  • Episodic engagement: The Joint Trade Committee met in 2020 after a 29-year gap [1].

India and Argentina complement each other: Argentina has the resources, and India has the market and the technology. Their weaknesses lie in carrying out what they agree. The way forward is to set clear timelines for moving the lithium blocks from exploration to mining, to sell India more varied exports such as pharma and two-wheelers, and to offer defence maintenance and training packages. Done steadily, this would make Argentina a lasting pillar of India's clean-energy security and its commitment to SDG 7.
