The India–US relationship is a comprehensive global strategic partnership spanning defence, technology, trade and Indo-Pacific cooperation [1]. Yet the US Sanctioning Russia and Iran Act (SRIA), which authorises tariffs of up to 100% on buyers of Russian oil and gas, has turned energy and trade into its sharpest test — the partnership's structure remains sound, but its political trust is under visible strain.

Enduring strengths of the partnership

  • Institutional depth: regular ministerial and summit-level engagement, defence and technology frameworks, and two-way trade make the US one of India's largest economic partners [1].
  • Strategic convergence: shared Indo-Pacific interests, Quad cooperation and counter-terrorism give the relationship ballast independent of any single dispute.
  • Continued dialogue: External Affairs Minister Jaishankar raised SRIA directly with Secretary of State Rubio in New York, while both sides spoke of building on the partnership — friction is being managed, not allowed to rupture.

Sources of strain

  • Extraterritorial reach: SRIA is US domestic law without UN Security Council backing, yet it seeks to determine a third country's suppliers — a direct challenge to India's strategic autonomy.
  • Energy security: Russian crude now supplies over a third of India's imports; the Ministry of External Affairs has formally placed on record its assessment of US sanctions on Russia's oil sector [2] and warned of implications for bilateral ties and the international energy market.
  • Chilling effect: pressure operates through uncertainty — refiners trimmed Russian cargoes before any tariff was imposed, while the burden of a tariff would fall on exporters in textiles, gems, engineering and pharmaceuticals.

Way forward

  • Accelerate supplier diversification: India already sources crude from around 40 countries, with about 70% arriving outside the Strait of Hormuz, up from roughly 55% [3].
  • Insulate exporters through early consultation with trade and industry bodies, and pursue a negotiated bilateral trade understanding.

The partnership is resilient but no longer frictionless: its maturity will be judged by whether Washington accommodates India's energy compulsions and New Delhi protects its autonomy without forfeiting convergence. Anchored in mutual respect and diversified resilience, the relationship can absorb sanctions-era turbulence and remain a pillar of a stable multipolar order.
