Asset monetisation "recycles capital" when idle public assets are turned into cash and that cash is put into productive use. The National Land Monetization Corporation (NLMC) is a wholly owned GoI company under the Department of Public Enterprises, approved in March 2022 [1]. Its record supports the claim, but only partly and on conditions.

Where the 'recycling capital' claim holds

  • Idle land made productive: NLMC's first end-to-end e-auction of RINL's surplus Visakhapatnam land sold 150 plots for ₹366.33 crore. That is a 17.23% premium over the reserve price [2].
  • Core business retained: only surplus land is being sold, not RINL equity. At the same time, the Centre is putting ₹10,300 crore of equity into RINL [3].
  • Transparency: online competitive bidding on RailTel's E-Nivida platform, along with investor meets, reduces official discretion and information gaps [2].
  • Specialised SPV: NLMC keeps monetisation expertise separate from line ministries and from loss-making CPSEs [1].

Where it resembles 'selling family silver'

  • Irreversible sale: the National Monetisation Pipeline leases out core infrastructure, keeps ownership, and left non-core land out of its scope [4]. NLMC sells land outright, so the asset never comes back.
  • One-time vs recurring: Phase 1 proceeds are only about 3% of RINL's ₹11,440 crore revival package. They cannot offset a net worth of –₹4,538 crore [3]. Only an operational turnaround can.
  • Valuation opacity: the method used to set the reserve price has not been disclosed. The CAG noted that large land parcels attract few buyers and that any valuation discount must follow the official guidance note [5].
  • Equity concerns: the land was acquired for a public purpose, and families displaced by steel plants were given jobs instead [6]. They gain nothing when it is resold privately.

Way forward

  • Publish how reserve prices are set.
  • Ring-fence the proceeds for RINL's capex and debt servicing, so the "recycling" is visible.
  • Clear title and encroachments before listing plots.
  • Consider a local development fund for land-losers.

NLMC therefore recycles capital only when sale proceeds are reinvested in productive assets. Otherwise it plugs deficits by selling land that cannot be replaced. With transparent valuation, ring-fenced proceeds and fair benefit-sharing, land monetisation can support CPSE revival and advance SDG 9 (resilient industry), keeping public assets working for a public purpose.
