India's 2026 BRICS Chairship — its fourth, after 2012, 2016 and 2021 [1] — runs under the theme "Building for Resilience, Innovation, Cooperation and Sustainability". Its agenda shows India using the grouping less as a bloc of large economies and more as a collective voice of the Global South.

Agenda-setting on climate equity

  • At the 11th BRICS Environment Ministers' Meeting in Brasília, India urged members to unite on the "Baku to Belém Roadmap" to mobilise USD 1.3 trillion for NDC goals, arguing the New Collective Quantified Goal of USD 300 billion falls far short [2].
  • India anchored this in CBDR-RC, insisting climate finance is an obligation, "not a means of investment" [3] — the core Global South grievance in UNFCCC talks.

Chairship deliverables that centre development needs

  • The 11th BRICS Energy Ministers' Meeting (Gurugram, 25–26 June 2026) adopted the Sanskrit theme "Sarvesham Urjam – Energy for All", with Energy Access and Equity as a named priority [1].
  • The 12th BRICS Environment Ministers' Meeting (Bharat Mandapam, 17–18 August 2026), chaired by the Environment Minister, prioritises circular economy, afforestation and forest-fire management, disaster resilience, and adaptation through traditional knowledge systems [4] — concerns of tropical, agrarian economies rather than of industrialised states.

Scaling Indian models outward

  • India has pressed BRICS to implement the UNEA-6 Resolution on Sustainable Lifestyles and join Mission LiFE, IBCA, CDRI, the Green Credit Initiative and Ek Ped Maa Ke Naam [3], converting domestic schemes into shared Southern templates.
  • This continues the "New Delhi Statement on Environment" of India's 2021 chairship, built on continuity, consolidation and consensus [5], and now extends to an enlarged BRICS including Egypt, Ethiopia, Iran, the UAE and Saudi Arabia [3].

Thus India's chairship converts numerical weight into normative influence — pairing equity-based demands on the North with concrete cooperation platforms for the South. Sustaining it will require translating declarations into verifiable finance and technology flows, so that BRICS complements rather than duplicates the UNFCCC, advancing SDG 7, SDG 13 and India's own vision of Vasudhaiva Kutumbakam.
