India's working-age population (15–59 years) is projected to exceed 98 crore within a decade, with the dividend peaking around 2030 [5]. The BRICS Youth Cooperation Framework, adopted at the Youth Ministers' Meeting in Visakhapatnam (22 August 2026), offers an external multiplier for converting this demographic bulge into productive capability [1].

The institutional architecture now available

  • A tiered youth track — Youth Coordination Meeting, Working Groups, Youth Council, Youth Summit, feeding into the Ministerial Joint Declaration — gives India a standing negotiating channel rather than one-off events [3].
  • Identified priority areas — education and skills, entrepreneurship, science and innovation, social inclusion, health and sports, youth exchanges — map almost exactly onto India's own youth-policy agenda [3].
  • India chairs this track in 2026 under the theme "Building for Resilience, Innovation, Cooperation and Sustainability", allowing it to set the agenda for successive chairships [1].

Channels of leverage

  • Youth entrepreneurship: the Working Group at Indore institutionalises start-up linkages, market access and mentorship for young Indian entrepreneurs across BRICS economies [4].

Leverage is not automatic. Declarations are non-binding, BRICS lacks a dedicated funding window for youth programmes, and outcomes depend on domestic delivery in schooling, health and female workforce participation.

The framework is therefore best seen as an amplifier, not a substitute, for domestic capacity-building. If India embeds it into Skill India and national youth institutions, sustains it through follow-up chairships, and pairs it with measurable targets, BRICS youth cooperation can help translate a narrowing demographic window into the human capital that Viksit Bharat @2047 requires.
