  1. Why Poland makes CEE a frontier
  2. Main parts of the partnership
  3. Limits of the frontier

India's dealings with Europe have long gone mainly through its western capitals. In August 2024 India–Poland ties were raised to a Strategic Partnership, during the first visit by an Indian PM to Poland in 45 years [2]. The Polish PM's visit in October 2026 deepened that partnership [1]. Together they show Central and Eastern Europe (CEE) becoming a distinct part of India's outreach to Europe.

Why Poland makes CEE a frontier

  • Economic anchor: Poland is India's largest trade and investment partner in CEE. Trade reached US$5.8 bn in 2024, up about 192% over 2013–23 [2].
  • Gateway to the EU: about 11 Indian IT firms run their European operations from Poland. Indian investment there is above US$3 bn [2].
  • Growing market: Poland's GDP has crossed US$1 trillion. Both sides aim to double trade by 2030 [1].

Main parts of the partnership

  • Roadmap: the Action Plan 2024–2028 [4] is reviewed through Foreign Office Consultations, the 11th round of which was held in December 2025 [2].
  • Strategic sectors: India has invited Polish firms to co-develop and co-produce in defence, space and nuclear energy, which fits Atmanirbhar Bharat. Cooperation also covers critical minerals and coal gasification [1].
  • Technology: an India–Poland start-up bridge, youth hackathons, and work on AI, cyber security and fintech [1].
  • Shared values: both back sovereignty and territorial integrity under the UN Charter [3].
  • Soft power: the "Good Maharaja" Jam Saheb sheltered Polish children during WWII. This history is honoured through the Jamsaheb Youth Exchange Programme. The 2024 Social Security Agreement protects mobile workers [2].

Limits of the frontier

  • EU controls trade policy: the gains depend on the India–EU FTA. It was concluded in January 2026 [5], but it takes effect only after both sides complete their internal legal procedures [6].
  • One-sided flows: India exports US$4.36 bn to Poland and imports US$1.44 bn. Polish investment in India is only about US$685 mn [2].
  • Different views on Russia: Poland is a frontline state in the Ukraine war. India speaks only of supporting "every meaningful effort towards peace" [1].
  • Defence promises, few projects: a defence MoU has existed since 2003 [2], yet the 2026 statement names sectors, not projects [1].

The Poland partnership shows CEE moving from the edge of India's European policy to a gateway into it. The base is trade, technology and shared history. The way forward is to:

  • get the FTA into force quickly;
  • set named co-production projects with deadlines, tracked through the Foreign Office Consultations;
  • attract Polish investment into India;
  • repeat the model with other CEE states.

This would make CEE a lasting part of India's ties with Europe, in line with Article 51's call to promote international peace and cooperation.
