Most cyber-enabled financial frauds begin with a misused telecom resource, such as a SIM, a handset or a spoofed call. The Department of Telecommunications' Sanchar Saathi portal crossed 30 crore visits in October 2026 [1]. Under Jan Bhagidari, it turns citizens into "Cyber Warriors". Citizens are the first line of defence, but they are not enough on their own.

How citizens act as the first line

  • Chakshu: 12.80 lakh citizen reports of suspected fraud calls and messages led to action in 59.82 lakh cases, including over 50 lakh disconnections [1]. One report can take down a whole network of SIMs.
  • Know Your Mobile Connections: over 4 crore requests resolved, removing SIMs taken on misused identities [1].
  • CEIR: 60.96 lakh lost or stolen handsets blocked, so fraudsters cannot reuse them [1].

Turning citizen inputs into institutional defence

Citizen report (Chakshu / CEIR)
→ DoT disconnects SIMs, blocks handsets
→ FRI risk score → banks/UPI apps decline or delay payment
   → DIP → police, I4C, banks act

  • FRI (May 2025) grades mobile numbers as Medium, High or Very High risk [2]. It has prevented over ₹5,000 crore of suspected losses [1].
  • RBI advised banks to integrate FRI [3], and over 1,000 banks and financial institutions share data on DIP [4].

Limits of citizen-led defence

  • Reactive: reports come after the fraud attempt. Fraudsters with a ready supply of SIMs simply switch numbers.
  • Recovery gap: only about 23% of blocked handsets (over 14 lakh) have been recovered [1], because recovery depends on State police.
  • Separate channels: Chakshu flags fraud attempts, while actual losses go to the 1930/CFCFRMS track, which has saved over ₹11,158 crore [6]. There is no shared case record.
  • Trust: the 2025 order to pre-install the app was withdrawn. It showed that compulsion can weaken voluntary participation, since users were already reporting about 2,000 fraud incidents a day [5].

Way forward

  • Link Chakshu with 1930 so one report triggers both a number block and a money freeze.
  • Make FRI use compulsory for banks, and publish data on wrongful disconnections and appeals.
  • Extend the DoT–RPF recovery model [7] through dedicated State police cells.

Sanchar Saathi shows that citizen reports are the raw intelligence behind FRI and DIP, so participation is an essential first line of defence. It needs regulators, banks and police behind it. It must also stay voluntary and respect privacy under Article 21 and the DPDP Act, 2023. Then Jan Bhagidari can become a lasting shield for a safe Digital India.
