Citizen observers and state agencies are therefore complementary: the former supply breadth and early warning, the latter precision, authority and accountability. A formal channel for validating amateur data, coupled with strengthened international debris-mitigation norms, would make SSA more robust and keep outer space a sustainable global commons.
