Coal gasification is often projected as India's pathway to 'clean coal'. Critically examine this claim in light of India's climate commitments.
Surface gasification converts coal into syngas for chemicals and fuels instead of burning it. The Cabinet's ₹37,500 crore Scheme for Promotion of Surface Coal/Lignite Gasification Projects (2026) [1] frames this as "clean coal". The label holds partially — gasification is cleaner in local pollution and import terms, but not in carbon terms.
Where the 'clean coal' claim holds
- Combustion avoided: syngas route cuts particulate, SOx and NOx load compared with direct burning, addressing India's air-quality burden.
- Import substitution and energy security: targets products where India is deeply dependent — ammonia (~100% imported), methanol (~80–90%), LNG (>50%), urea (~20%) [1]. Substituting these with domestic coal reduces external vulnerability.
- Value addition over extraction: ~75 MT of coal/lignite routed to chemicals rather than power, supporting the National Coal Gasification Mission target of 100 MT by 2030 [2].
- Development co-benefits: ~₹2.5–3 lakh crore investment and ~50,000 jobs across ~25 projects, largely in coal-bearing districts [1].
Where the claim weakens
- Carbon-intensive process: gasification is energy-intensive; on a life-cycle basis coal-to-chemicals typically emits more CO₂ than the gas-based routes it displaces. "Clean" describes pollutants, not greenhouse gases.
- High-ash Indian coal: domestic coal's ash content raises technical difficulty and residue handling, a constraint NITI Aayog has examined specifically [3].
- Tension with NDC targets: India is committed to cutting emissions intensity of GDP by 45% by 2030 and net zero by 2070 [4]; a 20% capital subsidy locks in multi-decade coal assets.
- Mitigation is conditional: emissions fall meaningfully only if paired with CCUS, whose deployment framework NITI Aayog has flagged as still nascent [5].
Gasification is therefore best read as a transition and self-reliance instrument, not a decarbonisation one. Its climate credibility depends on mandating carbon-capture readiness at project design stage, benchmarking life-cycle emissions in the bid evaluation, and confining it to hard-to-abate feedstock demand rather than power. Aligned this way, it can serve energy security without diluting India's Panchamrit pledges.
