The clean-energy transition substitutes fuel dependence with mineral dependence: lithium, cobalt, nickel and rare earths are concentrated in few countries, making critical raw materials (CRMs) a bargaining chip. India's identification of 30 critical minerals and the National Critical Mineral Mission (₹16,300 crore outlay) [1][2] confirms that mineral access, not oil sea-lanes, is the emerging arena of energy geopolitics — and recycling is its most sovereign response.

Why CRMs are now geopolitical

  • Supply concentration: refining and processing of battery minerals is dominated by a handful of players, exposing importers to export controls and price shocks.
  • Technology chokepoints: control over cathode chemistry and processing confers leverage over the entire EV value chain.
  • New import dependence: India's EV push risks replacing crude imports with cell and mineral imports, diluting energy security gains.

Recycling as strategic hedge

  • Urban mining converts end-of-life batteries into a domestic, non-geological CRM source — a supply immune to geopolitical disruption.
  • The Battery Waste Management Rules, 2022 create an EPR regime mandating collection and recycling targets, banning landfilling [3].

India-EU cooperation as the vehicle

For India, pairing domestic exploration with recycling and plurilateral R&D partnerships offers the surest route to a genuinely self-reliant, low-carbon economy consistent with SDG-7 and SDG-12.
