Critically analyse the institutional mechanisms for inter-state coordination on Yamuna rejuvenation.
Yamuna rejuvenation spans six riparian units — Uttarakhand, Himachal Pradesh, Haryana, Uttar Pradesh, Rajasthan and Delhi — placing it under Entry 56 of the Union List and Article 262. Yet coordination runs almost wholly through negotiated executive machinery rather than adjudication, which builds consensus effectively but converts it into completed works only slowly.
The mechanisms in place
- Standing basin body: the Upper Yamuna Review Committee under the Ministry of Jal Shakti held its 9th meeting at Noida on 27 November 2025, reviewing basin storage projects, transfer of Rajasthan's share and maintenance of e-flow [1].
- Centre-brokered political mediation: consensus on the long-pending Kishau Multipurpose Project (236 m dam on the Tons, 1,324 MCM storage, 660 MW, ₹11,500 crore) was reached under the Union Home Minister's chairmanship [2].
- Project-specific MoUs: Lakhwar, Renukaji and now Kishau, each binding the same six states [2][3].
- Programmatic track: the directive to raise Delhi's sewage treatment capacity to 1,500 MGD by 2028 [4].
Where they succeed
- Bundling water, power and cost creates a bargaining space absent in tribunals: Himachal's water share moves to Delhi and Rajasthan against others bearing its power-component cost, with the Centre funding 90% of the water component [2].
- Institutional continuity — a standing committee, not ad hoc summits — keeps allocation reviewable.
Where they fall short
- An MoU lacks the finality of an award, so shares remain renegotiable across political cycles.
- Consensus is not clearance: Renukaji's 2019 agreement still awaits Stage-II forest clearance, investment clearance and CCEA approval [5]; Lakhwar, conceived in 1976, saw concrete only in 2021 [3].
- Burden asymmetry: submergence and rehabilitation sit upstream in the hill states while benefits flow to the plains [5].
- Storage augments lean-season quantity; pollution load needs the parallel treatment track [4].
The machinery has demonstrably solved the harder political problem of sharing; what remains is administrative. Running forest, investment and Cabinet clearances in parallel, fixing an escalation-sharing formula in the MoU, and making project milestones a published UYRC agenda item would convert cooperative federalism from agreement into delivery — a reliable river, not merely a signed one.
