India's AI ambitions rest physically on data centres, whose capacity has grown from about 375 MW in 2020 to around 1,500 MW by 2025 [2]. Because compute converts directly into electricity and cooling water, digital growth is now structurally linked to climate and water security — a relationship that is complementary in principle but conflicting in current practice.

Where the goals converge

  • Investment and clean-power pull: hyperscaler commitments of roughly $200 billion over the next decade give India scale to anchor round-the-clock renewable procurement [1]; the Ministry of Power expects the 26.3 GW of AI-driven demand by 2031-32 to be integrated largely through renewable capacity [1].
  • Efficiency gains: AI applications aid grid forecasting, demand-side management and climate modelling, making digitalisation itself a mitigation tool.

Where they collide

  • Grid and emissions: data centre electricity demand is projected to rise from about 13 TWh (2024) to 57 TWh (2030) [1]. Guaranteed 24x7 loads on a grid already stressed by 45°C-plus peak conditions are often firmed by fossil generation, diluting decarbonisation [1].
  • Water stress: cooling consumed roughly 150 billion litres in 2025 and is set to more than double by 2030 [3], concentrated in Mumbai, Chennai, Hyderabad and Bengaluru, where urban demand is already high — in a country with 18% of world population but 4% of its water [3].
  • Governance gap: no Central or State framework assesses the true power and water cost of hosting data centres, even as Telangana grants "essential services" status and Maharashtra, Karnataka and Rajasthan offer tax breaks and cheap land [1] — inviting a race to the bottom in resource standards.

The conflict is therefore not inherent to AI but arises from underpriced resources and absent standards. A national framework mandating water- and energy-efficiency disclosure, renewable round-the-clock sourcing, and siting in water-surplus, renewable-rich districts can let compute growth reinforce rather than erode SDG 6 and 7 and the net-zero-2070 pledge.
