The Weather Information Network and Data System (WINDS), launched in July 2023 as a technology pillar of PMFBY [2], aims at a fivefold expansion of Automatic Weather Stations (AWS) and Automatic Rain Gauges (ARGs) up to Block and Gram Panchayat level [3]. Its uptake, however, remains sharply uneven.

The extent of the disparity

  • Only 7 States/UTs — Assam, Himachal Pradesh, Kerala, Odisha, Puducherry, Uttar Pradesh and Uttarakhand — have adopted WINDS so far [1].
  • Against 16,843 approved sites, civil work is complete at 1,188 and only 892 AWS/ARGs stand installed — barely 5% of sanctioned capacity [1].
  • Even among adopters, technology weightage in yield assessment under YES-TECH differs widely, from full reliance in Madhya Pradesh to partial weightage in Maharashtra, Uttar Pradesh, Odisha and Karnataka [4].

Why the disparity persists

  • Voluntary, state-led design: installation depends on State Governments coordinating site selection and civil works [3], so uptake tracks administrative and fiscal capacity rather than agro-climatic need.
  • Cost-sharing and O&M burden deters fiscally stressed states, since recurring maintenance yields no visible political dividend.
  • Weak local capacity in procurement, land identification and connectivity slows the pipeline from approval to installation [1].

Critical assessment

  • Merits of flexibility: voluntary adoption respects agriculture as a State subject and allows states to calibrate technology weightage to local cropping realities [4].
  • Costs of unevenness: a patchy network undermines the very objective of a single, interoperable national weather database usable with IMD data [5]; farmers in non-adopting states continue with subjective Crop Cutting Experiments, producing unequal claim accuracy for identical risk — an equity concern; and sanctioned-but-idle capacity is fiscal inefficiency.

Thus WINDS' problem is not design but differential absorptive capacity. Performance-linked central incentives, outcome-based "data-as-a-service" procurement to shift maintenance risk to vendors, hand-holding for lagging states, and convergence with the Digital Agriculture Mission can align cooperative federalism with the goal of climate-resilient, equitable crop insurance.
