Large storage-and-canal projects deliver assured water in drought-prone regions, but when sited inside protected areas they convert intact habitat into permanent submergence. The Ken-Betwa Link Project (KBLP) — approved by the Cabinet in December 2021 at ₹44,605 crore and the first National Perspective Plan link to reach implementation [1] — is the sharpest current test of this trade-off.

Environmental costs

  • Habitat submergence: the Daudhan Dam will submerge about 9,000 hectares, of which 5,258 hectares (58%) is forest land; roughly 79% of the submerged forest lies in Panna Tiger Reserve [2] — a core breeding landscape rebuilt after local tiger extinction.
  • Fragmentation: a long link canal cuts across movement corridors, isolating populations and raising human-wildlife conflict along its alignment.
  • Altered river regime: EIA studies flag changed river characteristics and flow, affecting aquatic species such as gharial and downstream riparian ecology [2].
  • Construction-stage pollution: significant deterioration of local air quality from diesel equipment and sulphur emissions during the ~8-year build [2].
  • Social-ecological cost: about ten villages face submergence, making resettlement and rehabilitation of affected families a standing Steering Committee concern [3].

The countervailing case

  • Bundelkhand's recurrent drought imposes its own ecological cost — groundwater depletion and distress migration; KBLP promises irrigation to over 10 lakh hectares and drinking water to 62 lakh people [1].
  • 103 MW hydropower plus 27 MW solar displaces fossil generation [1], and compensatory afforestation, a dedicated landscape management plan and statutory clearances under the Wildlife (Protection) Act and EIA Notification, 2006 build in mitigation.

Critically, the costs are certain, immediate and irreversible, while the benefits are projected and realisable only with disciplined execution — so the balance rests on implementation quality. Independent ecological monitoring, transparent compliance reporting, and demand-side reforms like micro-irrigation should accompany construction, so that water security advances the Directive Principle under Article 48A rather than trading one scarcity for another.
