India's agri-biotechnology is steered not by the Agriculture Ministry but by the Department of Biotechnology (DBT) under the Ministry of Science & Technology, with the Biotech Research and Innovation Council (BRIC) as its umbrella research body [4]. The framework's research capacity has grown faster than its regulatory and delivery arms.

Architecture of the framework

  • DBT functions as the nodal department, funding and administering autonomous agri-biotech institutes [4].
  • BRIC consolidates these institutes; NABI and CIAB, Mohali, were merged into BRIC-NABI, positioned as India's first biomanufacturing institute [2][5].

Strengths

  • Mission-mode infrastructure creation: the DBT SPEEDY SEEDS National Speed Breeding Crop Facility compresses varietal development cycles for climate-resilient crops [3]; the ₹42-crore BioFoundry, the first dedicated centre under DBT, builds scale-up capacity for smart proteins and bio-inputs [4].
  • Frontier research capability: the newly inaugurated "Green Forge" Complex at NABI extends work on genome and trait engineering, described by the Minister as a milestone in the GM crop effort [1].
  • Rationalisation of duplication: merging bioprocessing (CIAB) with crop biotechnology (NABI) creates a lab-to-scale-up chain within one institute [2].

Limitations

  • Innovation–approval mismatch: DBT drives research, but environmental release of GM crops is cleared by a regulator under a different ministry; the resulting dual control, litigation and Bt brinjal-style moratoria stall translation.
  • Geographic concentration: flagship facilities cluster in Mohali, with thinner capacity for rainfed, eastern and tribal agro-ecologies.
  • Delivery deficit: public-sector output is not matched by seed-multiplication and extension linkages, so laboratory gains rarely reach smallholder fields.
  • Trust and evaluation gap: outputs are still reported as facilities inaugurated rather than varieties released or farmer incomes changed.

The DBT–BRIC framework has convincingly solved the capability problem; the unresolved problem is translation. Pairing this infrastructure with a predictable, science-based regulatory pathway, decentralised regional centres and transparent public communication would let agri-biotechnology serve food and nutritional security — the constitutional promise of Article 47 and the mandate of SDG-2.
