Critically evaluate the shift to a fully digital Census 2027 in terms of data accuracy, privacy, and inclusivity of India's diverse population.

In this answer
  1. Data accuracy
  2. Privacy
  3. Inclusivity

Census 2027 — India's 16th and the eighth since Independence — will be the first enumerated digitally, using mobile-app data capture, optional self-enumeration and near-real-time monitoring [1]. The shift promises faster, cleaner data, but its worth turns on accuracy, privacy and reach.

Data accuracy

  • Gains: app-based capture with geo-referenced jurisdictions removes manual transcription error, while the Census Management & Monitoring System (CMMS) allows near-real-time supervision of roughly 31 lakh enumerators [1].
  • Risks: the Phase-2 schedule expands to 40 questions against 29 in 2011, including an open, self-declared caste column (Q.10) — unstandardised entries complicate later classification [2][3].
  • Device failure, connectivity gaps and enumerator skill deficits persist; over 80,000 training batches signal the scale of that burden [1].

Privacy

  • Section 15, Census Act 1948 bars individual records from inspection or use as evidence, and the Centre has notified data-security safeguards for the digital platform [4][5].
  • Yet new identifier fields — Aadhaar, mobile number, passport, bank accounts — raise proportionality concerns under Puttaswamy (2017); digital storage widens breach and data-linkage risk far beyond paper schedules [3][6].

Inclusivity

  • Caste enumeration beyond SC/ST for the first time since 1931 creates an updated evidentiary base for OBC and welfare policy [2]; disability-inclusive question design and a phased rollout beginning in snow-bound Ladakh, J&K and Himachal address hard-to-reach groups [3][7].
  • Conversely, self-enumeration presumes smartphone access and digital literacy, risking under-coverage of the elderly, migrants, homeless and low-literacy households.

Digitalisation strengthens speed, auditability and granularity, but accuracy, confidentiality and coverage ultimately rest on human capacity and legal safeguards rather than technology alone. Assisted enumeration for digitally excluded groups, strict purpose-limitation on identifier data, and timely release of aggregated results would let Census 2027 serve both evidence-based governance and the constitutional guarantees of equality and privacy.
