Critically evaluate whether the CDS, as currently structured, provides the single-point military advice envisaged by the Kargil Review Committee.

The Kargil Review Committee (1999) and the Group of Ministers (2001) flagged the absence of single-point military advice to the government as a critical strategic gap. The CDS, created by a Cabinet Committee on Security decision in December 2019 [3], partly answers this — but structural limits leave the vision only incompletely realised.

Where the design delivers

• Single institutional voice: the CDS is Principal Military Adviser to the Raksha Mantri on tri-Service matters and Permanent Chairman, Chiefs of Staff Committee, replacing the earlier rotational arrangement [2].
• Anchoring in the Ministry: as Secretary, Department of Military Affairs, the CDS is the first military officer embedded in MoD decision-making [1].
• Driving jointness: the incumbent's mandate stresses jointness, integration and synergy and indigenous weapons for Aatmanirbharta [1].

Gaps that persist

• Advisory, not operational: the CDS coordinates but does not command; operational control remains with Service Chiefs, diluting single-point authority.
• Executive, not statutory: created by Cabinet decision, not an Act — powers and tenure are discretionary, as the extension of the previous CDS's service shows [2].
• Unfinished architecture: theatre commands remain pending, so single-point advice on integrated operations is incomplete.

The CDS thus furnishes the single-point advisory voice the KRC sought, yet not the single-point operational integration its spirit implied. Completing theatre commands and giving the office statutory backing would fully honour the Committee's vision of unified higher defence management.
