The Kargil Review Committee (1999) and the Group of Ministers (2001) flagged the absence of single-point military advice to the government as a critical strategic gap. The CDS, created by a Cabinet Committee on Security decision in December 2019 [3], partly answers this — but structural limits leave the vision only incompletely realised.

Where the design delivers - Single institutional voice: the CDS is Principal Military Adviser to the Raksha Mantri on tri-Service matters and Permanent Chairman, Chiefs of Staff Committee, replacing the earlier rotational arrangement [2]. - Anchoring in the Ministry: as Secretary, Department of Military Affairs, the CDS is the first military officer embedded in MoD decision-making [1]. - Driving jointness: the incumbent's mandate stresses jointness, integration and synergy and indigenous weapons for Aatmanirbharta [1].
