GAGAN is thus a genuine but incomplete step toward navigational sovereignty. Scaling PinS procedures nationwide, converging GAGAN with NavIC, and mandating SBAS receivers across transport sectors would convert a proven aviation asset into a cross-sectoral public good, strengthening safe and inclusive connectivity.
