The ~₹72,000 crore Great Nicobar Project fuses port-led growth with maritime deterrence [1]. Yet its footprint over pristine rainforest and Particularly Vulnerable Tribal Group (PVTG) habitats makes the strategy–ecology–tribal balance contested rather than settled.

Strategic and economic case (the imperatives)

• Galathea Bay's >20 m depth, ~40 nautical miles from the East–West shipping lane, lets the 14.2 MTEU transshipment port onshore cargo now handled at Colombo/Singapore, saving forex [2].
• A permanent defence footprint counters China's "String of Pearls", strengthens SLOC surveillance near the Malacca choke-point, and advances Act East [1].

Ecological and tribal safeguards (the counterweight)
