DDU-GKY reports 65% placement, but only a fraction of sanctioned centres operate. Critically examine the gaps in delivery of placement-linked skilling.
The Ministry of Rural Development's Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), the skilling arm of DAY-NRLM, had trained 17.92 lakh and placed 11.64 lakh rural youth till 31.10.2025 [1]. Yet a 65% placement rate [2] against its own 70% norm, alongside idle infrastructure, exposes deep delivery gaps.
Where the placement-linked design works
- Outcome-linked payment: agencies are funded for placement, not merely training, with a minimum 70% placement norm and wages at or above statutory minimum wages [4].
- Mandated inclusion: reserved slots of 50% SC/ST, 33% women and 5% PwD [1] reach groups the market would not train.
- Demonstrated scale: 11.64 lakh rural poor youth entering formal wage work, including 575 foreign placements [1].
Where delivery falls short
- Shortfall against its own floor: actual placement of about 65% [2] remains below the mandated 70%.
- Idle capacity: of 2,369 sanctioned training centres only 611 are operational [4]; the Standing Committee on Rural Development and Panchayati Raj (2026) flagged fund underutilisation and inter-State disparities [3].
- Entry counted, retention ignored: the Committee found high post-placement dropout caused by low salaries [3]. The minimum wage is a legal floor, not a living wage, once migrant youth meet urban rent and transport costs.
- Quality of jobs: only 575 of 11.64 lakh placements are overseas [1], indicating that nearly all absorption is in low-wage domestic work.
- Inclusion at the door only: the 33% women's quota governs admission, not placement or retention; the Committee still recorded low female participation [3].
The central weakness is therefore one of metric design — success is measured the day a job begins, not a year later. Implementing the Committee's recommendations of near-100% placement tracking with industry linkages, localised placement drives, women-only batches with creches, and green and climate-resilient trades [3] can convert DDU-GKY's placement-linked promise into durable rural livelihoods, advancing SDG-8's decent work agenda.
