Approved by the Cabinet on 31.05.2023 as a pilot project, the World's Largest Grain Storage Plan seeks to create godowns, custom hiring centres, processing units and Fair Price Shops at the level of Primary Agricultural Credit Societies (PACS) [2][5]. By shifting storage to the farm-gate it addresses a real gap, but its convergence-based design carries structural risks.

Design strengths

  • Farm-gate storage cuts grain wastage and long-haul transport costs by holding produce near the point of production [2].
  • Enables farmers to time their sales, checking distress sale immediately after harvest and improving price realisation [2].
  • Convergence of AIF, AMI, SMAM and PMFME funds infrastructure without a fresh budget line, and a National-Level Coordination Committee chaired by the Union Cooperation Minister steers inter-ministerial coordination [2][6].
  • Links PACS to procurement and PDS distribution, reducing dependence on intermediaries [2].

Design challenges

  • No dedicated funding stream: reliance on four separate schemes means subsidy norms, eligibility and disbursal cycles differ, slowing sanction.
  • Loan-based components add debt burden on weak PACS, many of which are financially thin or dormant.
  • Assumes uniform PACS capacity across states, though cooperative strength is highly uneven regionally.

Implementation challenges

  • Slow physical progress: of 1,015 PACS identified for godowns, construction was complete in only 313, creating 1.80 LMT capacity [1].
  • Land availability, contracting and scientific storage know-how at society level remain binding constraints, prompting the 'Margadarshika' SOP (19.09.2024) to standardise targets and timelines [1].
  • Governance deficits — audit, professional management and political capture in cooperatives — risk poor upkeep of assets.

Decentralised storage is a sound corrective to a centralised, FCI-heavy model, but its promise rests on the institutional health of PACS rather than on concrete alone. Sequencing godowns with PACS computerisation and multipurpose diversification, backed by professional management, would let the plan advance both food security and genuine cooperative federalism.
