The Minimum Support Price debate turns on which cost of cultivation the 50% margin is applied to. The CACP uses three cost concepts of rising comprehensiveness, and the choice among them decides whether MSP is genuinely remunerative.
Differentiating the three cost concepts
- A2 — all paid-out costs in cash and kind: seeds, fertiliser, pesticides, hired labour, machine/bullock hire, fuel, irrigation and interest on working capital [1].
- A2+FL — A2 plus the imputed value of family labour; the basis the Government adopted (Budget 2018-19) for its "1.5× cost" MSP [3].
- C2 — the comprehensive cost: A2+FL plus rental value of owned land and interest on fixed capital. This is the Swaminathan (Swaminathan) benchmark [2].
Critical evaluation of the Swaminathan recommendation
- Merit: The 2006 National Commission on Farmers urged MSP ≥ C2 + 50%, capturing the true opportunity cost of land and capital; it warned farmers abandon crops where C2 is unrecovered [2].
- Merit: Higher floor aids income security, oilseed/pulse diversification and rainfed regions.
- Limitation: A universal C2+50% risks fiscal strain, cereal-market distortion and inflation; procurement covers few crops/states.
- Limitation: MSP remains executive policy, not a legal right — the core farmer demand; blanket guarantee raises WTO-AMS concerns.
A calibrated path — extending assured procurement via revamped PM-AASHA, phased movement toward C2 for pulses/oilseeds, and price-deficiency payments — better serves the doubling-farmer-income and SDG-2 goals than either the status quo or an unaffordable universal guarantee.
