Digital Public Infrastructure has become India's new export. Critically evaluate.

Digital Public Infrastructure (DPI) — population-scale, interoperable systems for identity, payments and data exchange — forms India's "India Stack" (Aadhaar, UPI, DigiLocker). Its growing cross-border adoption suggests a genuine new "export," yet one that is more strategic than commercial.

Evidence of a successful export

  • Scale of adoption: UPI is live across eight countries (UAE, Singapore, Nepal, France, Mauritius, Qatar and others) [6], and India has signed DPI cooperation MoUs with 23 countries [4].
  • Neighbourhood diplomacy: the UPI–NPI bidirectional P2P linkage with Nepal (June 2026) enables real-time, low-cost remittances, deepening Neighbourhood First [1].
  • Replicable open model: unlike proprietary card rails, DPI is a shareable public good — seen in the Cambodia KHQR cross-border rollout [2] — enhancing India's soft power and counting toward the G20 DPI agenda.

Limitations qualifying the "export" claim

  • It is largely knowledge-sharing and diplomacy, not revenue-earning trade — soft power rather than a commercial export.
  • Regulatory friction: harmonising FEMA, forex caps and divergent data-protection regimes slows deep integration.
  • Data-sovereignty and cyber risks, plus partner dependence on Indian entities (NIPL), invite geopolitical caution.
  • Uptake remains shallow — mostly merchant-QR and remittance corridors [1] — while digital divides in partner nations limit reach.

On balance, DPI is India's most compelling soft-power and financial-inclusion instrument, even if not yet a monetised export. Consolidating it through harmonised legal frameworks and robust data protection can align India Stack with the SDG goal of universal financial inclusion.
