DIKSHA represents India's shift from e-governance to digital public infrastructure in education. Critically analyse its design principles, achievements, and remaining challenges in ensuring equitable quality education.

Digital public infrastructure (DPI) differs from conventional e-governance portals: it is open, interoperable and built for others to build upon, rather than merely digitising a department's service counter. DIKSHA (2017), NCERT's national school-education platform, is India's clearest application of this shift to the education sector [1].

Design principles marking the DPI shift

  • Open-source and federated: States/UTs operate their own tenants on a shared national stack, retaining curricular autonomy — cooperative federalism mirroring the UPI–DigiLocker DPI philosophy [2].
  • Phygital, low-barrier access: QR-coded Energised Textbooks link printed NCERT books to videos, interactives and teacher guides; content can be stored and shared offline without connectivity [1][5].
  • Inclusion by design: DAISY format, text-to-speech and Indian Sign Language videos for differently-abled learners, with support across 128 Indian and seven foreign languages [1].

Achievements

  • Scale: 566 crore learning sessions, 18.52 crore course enrolments and 12.69 crore certificates issued (as of March 2026) [1].
  • Policy delivery vehicle: operationalises NEP 2020's mandate on digital content and continuous teacher professional development [3], and carries NIPUN Bharat's foundational literacy and numeracy teacher-training packages, aimed at training around 25 lakh primary teachers [4].
  • Public-good economics: near-zero marginal cost of distribution offers a free, curriculum-aligned alternative to paid private EdTech [5].

Remaining challenges

  • Access is not equity: device ownership and bandwidth gaps in rural and tribal households mean usage metrics measure reach, not learning gains against NIPUN's 2026-27 Grade-3 target [4].
  • Quality variance across State tenants, with limited common accountability for content standards.
  • Capacity and privacy: uneven teacher digital proficiency, and a still-evolving safeguards framework for children's usage data [3].

DIKSHA's real achievement is architectural — it converts content delivery into shared, replicable public infrastructure rather than a one-off portal. Consolidating this requires shifting evaluation from sessions logged to measured learning outcomes, strengthening last-mile device access, and instituting child-sensitive data safeguards. Realised this way, DIKSHA advances both NEP 2020's equity vision and SDG-4 on inclusive, quality education for all.
