Launched in 2009 as a coordination forum of four large emerging economies, BRICS today frames itself as the collective voice of the developing world — its Rio de Janeiro Declaration was titled "Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance" [1]. The shift is one of agenda, membership and ambition.

Origins: an economic convergence platform

  • Began as BRIC (Brazil, Russia, India, China) in 2009, with South Africa joining in 2010; the early focus was post-crisis growth, trade and IMF quota/voting reform.
  • Its institutional anchor remained financial — the New Development Bank, projected as a credible alternative for development finance in the Global South [2].

Broadening of the agenda

  • Successive summits added health, climate, counter-terrorism, energy and digital cooperation; India's XIII Summit New Delhi Declaration (2021) already spanned reformed multilateralism, pandemic recovery and terrorism [3].
  • Latest sessions extend to AI governance, critical-mineral supply chains and a science-and-research repository for Global South countries [2].

Turn to Global South advocacy

  • Core demand is reform of global governance — UNSC, WTO and Multilateral Development Banks; India has pressed for changes in governance structures, voting rights and leadership positions, with Global South concerns prioritised in policymaking [2].
  • Expansion (2024) to Egypt, Ethiopia, Iran and the UAE converted a four-economy club into a wider developing-country coalition.
  • India's fourth Chairship and the 18th Summit, New Delhi (12–13 September 2026), with its session on "Inclusive Global Governance and Strengthening Multilateralism" [4], plus the Bharat Innovates Exposition sharing deep-tech with partners [5], illustrate this representational role.

Continuing limits

  • Consensus-based and non-treaty in character, with divergent member interests and no common currency; economic cooperation still supplies its glue.

BRICS thus retains its economic core while acquiring a political vocation — articulating Global South aspirations that older institutions under-represent. Its credibility will depend on delivering tangible development finance and technology access rather than declaratory reform. For India, the platform advances a long-standing goal of a genuinely multipolar, rules-based order consistent with Article 51's mandate to promote international peace.
