Mother-tongue-based multilingual education (MTB-MLE) makes the child's home language the medium of early instruction while other languages are added progressively. NEP 2020 endorses it till Grade 5, preferably Grade 8, with a flexible three-language formula in which at least two languages are native to India [1]. Pedagogically sound, its rollout faces capacity, federal and social hurdles.

Identifying the "mother tongue" itself

  • Indian classrooms are multilingual, not monolingual: for tribal and migrant children the home language is often not the dominant state language.
  • Many spoken languages lack a script, standardised grammar or graded reading material, so the policy's own qualifier "wherever possible" becomes the default [1].

Teacher supply and deployment

  • Nearly 10 lakh teaching posts were vacant in 2024-25, alongside subject-specialisation shortages and skewed distribution across small schools [3].
  • NEP suggests bilateral agreements between States to hire language teachers [1]; such recruitment has scarcely been operationalised, and the Supreme Court has sought data on teacher and textbook availability for the Indian languages offered by CBSE [4].

Federal friction and mandate-by-circular

  • Education is a Concurrent List subject; NEP promises that no language will be imposed on any State [1].
  • Yet CBSE circulars made the third language mandatory from Class 6 in 2026-27, now under challenge; the Court has suggested sparing the current batch and applying the rule from 1 January 2027 [4]. Tamil Nadu's two-language policy since 1967 shows the political depth of this friction.

Social demand and equity

  • Parental preference for English-medium schooling as a mobility route risks making MTB-MLE a "second-class" track for the poor unless quality is assured.

MTB-MLE fails less on principle than on preparation — language mapping, teachers, textbooks and consultation. A phased rollout backed by dedicated language-teacher recruitment, State-led curriculum design and protection of transition-year cohorts can align it with Article 350A and SDG-4, making multilingualism an instrument of inclusion rather than imposition.
