Older than the Himalaya and inscribed as a UNESCO World Heritage property in 2012, the Western Ghats span six States [1]. Yet its notification as an Ecologically Sensitive Area (ESA) under the Environment (Protection) Act, 1986 remains pending — a delay rooted less in scientific doubt than in unresolved federal dialogue.
Ecological significance
- Endemism: 39 component sites hold exceptional endemic amphibian, reptile and fish diversity, plus viable populations of tiger, elephant and Nilgiri tahr [1].
- Water tower of the peninsula: origin of the Godavari, Krishna and Kaveri systems, sustaining drinking water, irrigation and hydropower across southern India.
- Monsoon regulation: the escarpment intercepts the southwest monsoon, shaping rainfall distribution and carbon storage.
- Disaster buffer: forested slopes check landslides; the 2024 Wayanad landslides, which killed hundreds, exposed the cost of slope degradation [4].
Why the notification has stalled
- Centre-State friction: States sought boundary revisions and exemptions, and consultations have repeatedly reopened settled ground [3].
- Livelihood anxieties: farmers, plantation workers and quarry-dependent households fear curbs on construction, mining and land use.
- Science-versus-consent gap: the Gadgil (WGEEP, 2010) panel's near-whole-range ESA was politically rejected; the Kasturirangan (HLWG, 2012) panel's trimmed ~37% coverage satisfied neither ecologists nor States [3].
- Administrative churn: six draft notifications between 2014 and 2024 have lapsed without finalisation [2].
Critical assessment Consultation is legitimate — top-down zoning without community consent invites resistance and is unenforceable. But an open-ended draft cycle creates the worst outcome: no legal protection, and no certainty for local investment either. Delay has therefore protected neither ecology nor livelihoods.
The way forward lies in reconciling both: village-level, ground-truthed demarcation with gram sabha participation under the Forest Rights Act, compensatory livelihood packages, and a time-bound final notification. Treating ecological security and local prosperity as complementary — not competing — goals is the only durable settlement for the Ghats.
