The Special Representatives (SR) mechanism, set up in 2003, is the only political-level channel mandated to seek a settlement of the India–China boundary question "from the political perspective of the overall bilateral relationship" [1]. Twenty-five rounds later, it has institutionalised dialogue without delivering a settlement.

Evolution: from crisis management to political framework

  • Pre-2003 base: the 1996 Agreement on Confidence-Building Measures in the Military Field built on the 1993 peace and tranquillity accord, focusing on restraint rather than resolution [3].
  • 2003: SR mechanism created, with India represented by the NSA and China by its Foreign Minister [1].
  • 2005: the Agreement on Political Parameters and Guiding Principles laid down a three-stage path — principles, framework, then delimitation and demarcation — still the mechanism's high-water mark [2].

Institutional deepening

  • The 15th round (2012) produced the Working Mechanism for Consultation and Coordination (WMCC), the operational border-affairs body, which has met 35 times [1].
  • The 24th round (New Delhi, 2025) created an Expert Group on Boundary Delimitation and a Working Group on Border Management under WMCC [1].
  • The 25th round (Beijing, August 2026) issued an eight-point outcome seeking an "early harvest" on delimitation, plus hydrological data-sharing, two additional military meeting points and two new hotlines in the Eastern and Middle Sectors [4].

Limitations

  • Stalled at stage two: no agreed framework in over two decades; delimitation is not demarcation, so nothing is settled on the ground.
  • LAC clarification incomplete — the commitment to confirm its alignment remains largely unimplemented [1].
  • Weak crisis-prevention value: the 2020 Galwan standoff was managed by Corps Commander and WMCC channels, not the SRs.
  • Outputs are CBMs, not solutions, and China ties progress to the wider relationship, allowing process to substitute for substance.

The mechanism's real achievement is keeping a militarised dispute inside a diplomatic frame. Converting that stability into settlement now requires time-bound Expert Group outcomes and sector-wise LAC clarification, so that the 2005 principles finally translate into a fair, mutually acceptable boundary.
