Human-elephant conflict (HEC) — crop raiding, property damage and mortality where people and elephants share a shrinking landscape — kills roughly 500 people a year in India, with about 100 elephants dying in retaliation [1]. Southern India, holding dense Western Ghats populations, is its sharpest theatre, and capture-and-train is only a partial answer.
Drivers of conflict in southern India

Merits of the kumki approach
- Legal fit: Section 11(1)(a), Wild Life (Protection) Act, 1972 mandates capture, tranquillisation or translocation ahead of killing, with minimum trauma — kumki-assisted capture operationalises this [4].
- Immediate relief to fringe farmers, defusing retaliatory killing and political pressure.
- Self-renewing capacity: a tamed raider becomes a trained kumki for future drives, as in the Arikomban operation.
Critical limitations
- Symptomatic, not causal: removing one bull leaves the severed corridor intact, so a successor raider soon appears [2].
- Welfare and ethical costs: kraal training converts a wild bull into lifelong captivity — Chinna Thambi's case drew petitions before the Madras High Court.
- Low reliability: translocated elephants often home back; Chinna Thambi walked over 100 km to his range.
- Capacity constraints: trained kumkis, mahouts and tranquillisation expertise remain scarce and costly.
Kumki capture is thus a legitimate emergency instrument, not a conservation strategy. Lasting coexistence requires restoring corridors, early-warning and rapid-response systems [3], prompt ex-gratia, and evidence-based population monitoring such as the DNA-based national elephant estimation [5] — aligning wildlife management with Article 48A's mandate to safeguard forests and wildlife.
