A framework for India-Nepal-China cooperation
- Shared basin inventory: a joint Koshi-Gandak-Trishuli glacial lake atlas, updated by satellite monitoring, using ICIMOD as the technical secretariat [3].
- Automated telemetry and alerts: upstream lake-level and seismic sensors feeding cross-border alerts, on the model of India's National GLOF Risk Mitigation Programme [4].
- Data-sharing protocol: a standing agreement for real-time hydrological data, extending existing India-Nepal river arrangements to Chinese upstream reaches.
- Joint response drills: pre-positioned NDRF-style teams and mountain last-mile logistics, aligned with Sendai Framework Priority 4 on preparedness [5].
GLOFs are a climate-driven, borderless hazard that no single state can forecast alone. Institutionalising shared monitoring, open data and joint drills would convert reactive relief into anticipatory action, advancing both the Sendai targets and India's neighbourhood-first commitment to a resilient Himalaya.
