- ISRO — research, development and national missions; the Indian Space Policy 2023 asks it to move away from manufacturing operational systems and focus on advanced technology [2].
- IN-SPACe — autonomous single-window nodal agency in DoS (June 2020) to permit, promote, monitor and supervise non-government entities and allow their use of DoS facilities [1]; its headquarters was inaugurated at Bopal, Ahmedabad [4].

- Employee associations have sought written clarity, reflecting workforce anxiety over career tracks and recruitment appeal.
The architecture is best read as democratisation of opportunity, not privatisation of ISRO — the agency remains the sector's technological bedrock. Institutionalising consultation with the scientific workforce, transparent technology-transfer norms and statutory clarity through space legislation would ensure that reform deepens, rather than dilutes, India's self-reliant space capability.
