A GLOF is the sudden release of water from a moraine- or ice-dammed glacial lake, a hazard intensified by climate-driven glacial retreat. The October 2023 South Lhonak Lake disaster in Sikkim's Teesta basin [1] exposed India's response-centric approach and pushed disaster governance towards risk-informed, preventive planning.

Institutional mechanisms

  • NDMA, constituted under the Disaster Management Act, 2005 and chaired by the Prime Minister, frames policy through its Guidelines on Management of GLOFs [2], covering lake identification, monitoring and structural mitigation.
  • The Ministry of Home Affairs anchors Centre-State review; the High-Level Committee under the Union Home Minister sanctioned Rs. 555.70 crore to Sikkim for post-GLOF recovery in the Teesta basin [1].
  • The National GLOF Risk Mitigation Programme (NGRMP), with a Rs. 150 crore outlay funded largely from the National Disaster Mitigation Fund, covers Sikkim, Uttarakhand, Himachal Pradesh and Arunachal Pradesh [3].
  • SDMAs handle implementation, evacuation and last-mile alerts, with NDRF/SDRF for response.

Technological mechanisms

  • CWC provides hydrological monitoring of high-risk lakes; IMD supplies weather and extreme-rainfall forecasts.
  • DGRE (DRDO), Chandigarh — the nodal agency for snow and avalanche research — operates 72 snow meteorological observatories, automatic weather stations and early-warning radars, with AI/ML-based forecasting and Common Alerting Protocol-compliant dissemination [4].
  • Satellite and GIS-based lake inventories enable flow-path mapping and downstream vulnerability assessment.

Strengthening inter-agency coordination

  • A single nodal GLOF cell under NDMA to integrate CWC, IMD, DGRE, ISRO and SDMA data on one dashboard.
  • Time-bound execution of NGRMP works, since delays leave sanctioned mitigation unbuilt.
  • Joint Centre-State-Army protocols in border districts, plus mandatory GLOF risk audits for hydropower and road projects.
  • Community-level mock drills and siren networks for last-mile preparedness.

India's architecture is institutionally sound but operationally fragmented. Converting sanctioned funds into functioning early-warning grids, backed by community preparedness, would align Himalayan disaster governance with the Sendai Framework's prevention-first mandate and safeguard the right to life under Article 21.
