India's schools have long treated sport as an extra activity, so students who do well academically often drift away from play [4]. Khelo Bharat Niti 2025 rests on five pillars and is aligned with NEP 2020. It tries to make sport part of learning itself [1]. Whether it succeeds depends on the States.
Bridging the education–sport divide
- Curricular integration: It treats sport as an integrated subject and makes physical literacy a core part of learning from early childhood, as NEP 2020 does [1].
- Schools as talent pipelines: It provides for guidelines that let schools and colleges act as feeder institutes. Khelo India Feeder Schools and Utkrishta Vidyalayas bring sport into mainstream schooling [1][3].
- Talent identification: A national single-window platform for finding, developing and tracking talent will be linked to educational institutions [1].
- Values alongside medals: The 2026 MoU between the Sports and Education Ministries and UNESCO takes the "Sports Values in Every Classroom" toolkit to schools in 13 Indian languages, with teachers delivering it [4]. It builds on the 2023 NADA–NCERT fair-play e-content delivered through PM e-Vidya [5].
- Social development: One pillar uses sport to promote inclusion, health and education [1].
Federal challenges
- Constitutional split: "Sports" is a State List subject (Entry 33, List II) and education is in the Concurrent List. The Centre can design the policy but cannot make States implement it.
- No dedicated funds: The Niti has no provision for financial help to States/UTs [2], even though States run most schools and pay most teachers.
- Uneven capacity: States differ widely in physical education teachers, playgrounds and coaches. How far the toolkit reaches depends on how each State trains its teachers.
- Coordination gaps: Two Union ministries, State sports and education departments, and school boards must all align timetables and assessments. No single body is in charge of implementation.
- Weak outcome tracking: There is little public evidence on how widely the earlier PM e-Vidya fair-play content was used [5]. Without that, it is hard to know whether the new layer will work.
Khelo Bharat Niti treats sport as part of a rounded education rather than an add-on. To make this real, it needs cooperative federalism: a Centre–State fund tied to the number of trained teachers, a joint council of the two ministries and the States, and published outcome data. With these, NEP 2020's goal of holistic development and SDGs 3 and 4 (health and quality education) can reach every school.
