The electoral roll is the foundation of universal adult franchise under Article 326. Describing rolls covering nearly 95 crore electors as a "living document" dynamically evolving with time [1], the CEC captured its core character: accuracy rests less on a one-time list than on continuous, audited revision.
Mechanism of preparation
- Constitutional–statutory base: Article 324 vests superintendence of rolls in the ECI; the Representation of the People Act, 1950 requires the roll of every constituency to be prepared and revised by an Electoral Registration Officer (ERO) designated by the Commission [2].
- Continuous updation: claims and objections (Forms 6, 7, 8) are filed year-round against the four statutory qualifying dates, keeping enrolment open to new adults and shifted electors [2].
- Revision cycle: annual Summary Revision, and the deeper Special Intensive Revision (SIR) — house-to-house enumeration, draft publication, claims-and-objections window, then final publication — rolled out in phases from Bihar to nine States and three UTs [4].
- Technology: the ECINET platform integrates roll and election data for transparency [1].
BLOs and BLAs — the accuracy check
- Over 12 lakh BLOs and 15 lakh BLAs act as "concurrent auditors" of the roll [1]: BLOs are field officials under the ERO, while BLAs are appointed by political parties, adding adversarial cross-party scrutiny to an administrative process.
- Procedural safeguards strengthen this: deletion only after two-to-three door-to-door visits and recorded reasons, restricted to death, permanent shifting, duplication or untraceability [3].
Limitations
- BLOs carry dual charges and compressed SIR timelines, risking enumeration error and wrongful deletion.
- BLA appointment is uneven across booths and parties, so scrutiny is asymmetric — weakest where urban and migrant under-registration is highest.
On balance the BLO–BLA architecture is a sound self-correcting design whose reliability depends on capacity, not intent. Sustained IIIDEM-style training, realistic revision timelines and transparent digital disclosure through ECINET can convert the "living document" ideal into assured enfranchisement for every eligible citizen.
