In this answer
  1. Role of DPSUs: integrators and assured buyers
  2. Role of MSMEs: depth and innovation
  3. Persisting gaps

Aatmanirbharta (self-reliance) in defence works on two tiers. Defence PSUs (DPSUs) design and integrate whole platforms. MSMEs supply the components, sub-systems and new ideas. INS Mangrol was commissioned on 12 October 2026. Cochin Shipyard (CSL) designed and built it with about 80% indigenous content [1][2]. It shows what this partnership can achieve, and also where gaps remain.

Role of DPSUs: integrators and assured buyers

  • System integration: CSL integrated the ship's shallow-water sonars, indigenous ASW rockets and lightweight torpedoes [1].
  • Demand for import substitution: under the Positive Indigenisation Lists, DPSUs indigenised 164 items worth ₹814 crore by December 2022. These items are now bought only from Indian industry [3].
  • Scale and exports: DPSU exports grew 42.85% in 2024-25 to ₹8,389 crore [4].

Role of MSMEs: depth and innovation

  • Component base: DPSUs indigenised items "through industry partners, including MSMEs" [3]. Indian defence industries and MSMEs also contributed to Mangrol [2].
  • Innovation: under iDEX, 619 startups and MSMEs have taken part and 430 contracts have been signed. The Armed Forces have bought 43 items worth over ₹2,400 crore [4].
  • Market access: the SRIJAN portal lists the items DPSUs want made in India so that domestic firms, including MSMEs, can take them up [3].
Services' need → DPSU design → item listed on PIL/SRIJAN
→ MSME develops it → DPSU buys only Indian → indigenous platform

Flow: DPSU demand creates an assured market for MSMEs

Persisting gaps

  • Delays and capability shortfalls: CAG found that GRSE's first ASW corvette took 99 months to build. The delivered ships also lacked some of the weapons and sensors in the contract [5].
  • Quality of indigenous content: a headline "80%" does not show whether critical sonars or engines are still imported [1].
  • Testing constraints: the shortage of testing and certification facilities led to the DTIS scheme, which funds eight greenfield test facilities [4].

DPSUs bring scale and integration; MSMEs bring depth and agility. The way forward is timely payments, assured orders, more than one supplier for every critical part, and full use of DAP-2020. The Ministry of Defence has earmarked 75% of the 2025-26 modernisation budget for domestic industry [4]. These steps would complete India's shift from a buyer's navy to a builder's navy.
