  1. Economic potential
  2. Environmental potential
  3. Constraints

Synthetic biology designs biological systems through an iterative "Understand, Design, Build, Test, Learn" cycle. Using it, microbes and cells can be engineered to make chemicals, food and medicines. The Union Cabinet approved the BioE3 (Biotechnology for Economy, Environment and Employment) Policy in August 2024 to promote high-performance biomanufacturing [1]. ESTIC 2026 placed synthetic biology within this strategy [2]. Together they can link India's growth goals with its green goals.

Economic potential

  • Six thematic sectors: bio-based chemicals and enzymes, smart proteins, precision biotherapeutics, climate-resilient agriculture, carbon capture, and marine and space research [1].
  • Health and pharma: precision biotherapeutics and metabolic pathway design can build domestic drug capacity and reduce dependence on imports [2].
  • Regional jobs: biomanufacturing hubs are planned in Tier-2 and Tier-3 cities [1]. An estimated 50–60% of India's startups are already located in such cities [2].
  • Infrastructure: biofoundries, biomanufacturing hubs and Bio-AI hubs have been set up. Over 270 projects and 15 Bio-AI hubs have been recommended for support [3].
  • Finance: the ₹1 lakh crore RDI Scheme covers sunrise sectors, including biotechnology [4].

Environmental potential

  • Chemical-to-bio shift: bio-based processes can replace polluting, fossil-based chemical production [1].
  • Circularity: waste-to-value biomanufacturing turns residues into useful products [2].
  • Climate and nutrition: biofortified, climate-resilient crops support sustainable agriculture [2].
  • Carbon capture and utilisation is a dedicated BioE3 sector [1].

Constraints

  • Funding gaps: the National Research Foundation's 2023-24 allocation was cut from ₹2,000 crore (BE) to ₹259 crore (RE) [5].
  • Scale-up bias: RDI loans fund only projects at TRL-4 or above, so early-stage synthetic biology research gets no support from them [6].
  • Low private R&D: industry funded only 36.4% of India's gross R&D spending in 2020-21 [7].
  • Domestic tools: the need for domestic gene-synthesis capacity has been flagged [8], and biosafety rules must keep pace with the science.

Synthetic biology under BioE3 can take India from consuming technology to co-creating it, while serving growth, jobs and green goals together. This needs steady grant funding for basic science, more private investment, clear biosafety regulation and skilled workers in the hubs. With these in place, the bioeconomy can support Atmanirbhar Bharat, Viksit Bharat 2047 and SDGs 9, 12 and 13.
