Rail's share of India's freight has slipped steadily since independence as road captured door-to-door traffic. Dedicated Freight Corridors (DFCs) and Gati Shakti Multi-Modal Cargo Terminals (GCTs) are the twin supply-side correctives — one creating dedicated line capacity, the other terminal and first/last-mile capacity — central to the National Rail Plan's goal of reversing this modal decline.
DFCs: unlocking line capacity
- Segregation of freight from passenger traffic on saturated Golden Quadrilateral routes, implemented by DFCCIL under the Ministry of Railways [2].
- Scale: 2,843 km sanctioned — Eastern DFC (Ludhiana–Sonnagar, 1,337 km) and Western DFC (JNPT–Dadri, 1,506 km), now almost wholly commissioned [3][4].
- Cost per tonne-km falls through higher axle loads, longer and double-stack container trains, and higher average freight speeds [5].
- EXIM competitiveness: WDFC terminates at JNPT, tightening port–hinterland links; a new Dankuni–Surat corridor extends the network [6].
- Freight loading rose from 1,098 MT (2014-15) to about 1,670 MT (2025-26) [6].
GCTs: fixing the first and last mile
- GCT Policy (2021-22) compressed terminal approvals from roughly six years to about three months [1].
- Around 124 terminals developed, with estimated traffic potential of ~200 MT and annual revenue potential of ~₹20,000 crore [1].
- Private capital and private land are mobilised — e.g. the Manesar automobile GCT at Maruti Suzuki, and New Sanjali GCT on the WDFC [1].
- Multi-modal design under PM Gati Shakti connects industrial clusters directly to the rail network.
Constraints
- Non-bulk and containerised cargo still favours road's flexibility; pricing must follow.
- Land acquisition and pending corridor stretches slow full network effects.
- Terminal viability depends on nearby industrial demand.
Together, corridors supply the trunk capacity and terminals supply the capillaries — neither works alone. Sustaining the shift needs competitive freight tariffs, faster corridor completion, and integration with Multi-Modal Logistics Parks. Delivered, this lowers logistics costs, cuts road-freight emissions, and advances India's climate commitments alongside its manufacturing goals.
