In this answer
  1. Role of private shipyards
  2. Role of MSMEs and start-ups
  3. Constraints that remain

India's warship building, long concentrated in Defence PSU yards, is widening into an ecosystem of private shipyards, MSMEs and start-ups. INS Samarthak, the Navy's first indigenous Multi-Purpose Vessel, built by L&T with over 75% indigenous content [1], shows both the promise and the gaps.

Role of private shipyards

  • Capacity addition: CAG found state shipyards could build only about four warships a year [5]. With 61 warships under construction, 60 in Indian yards [4], private yards absorb load DPSUs alone could not.
  • Prime contractor role: L&T took Samarthak from contract (March 2022) to commissioning [2][1] and also builds Survey Vessels (Large) [3], moving private industry beyond component supply.
  • Faster induction: Samarthak will trial next-generation weapons, sensors and unmanned systems [1], shortening the lab-to-fleet path.

Role of MSMEs and start-ups

  • Supply-chain depth: The Navy stated all major machinery and systems for the MPVs would come from Indian manufacturers [2], spreading orders down the supply chain.
  • Innovation partners: The Vice-President placed MSMEs and start-ups alongside DPSUs, DRDO and academia in the naval ecosystem [1].
  • Regional growth: Project Seabird at Karwar is creating wider local economic opportunities [1].

Constraints that remain

  • Fragile finances, weak design: The Standing Committee on Defence found private yards faced financial stress and limited design capability [6]. Small orders (Samarthak's contract covered just two ships [2]) cannot sustain skilled workforces.
  • Chronic delays: Unfinished designs, late steel supply and weak yard infrastructure delayed warships [5]. Navy design changes cost about two years on the Indigenous Aircraft Carrier hull [7].
  • Funding gaps: In 2025-26 the Committee urged that shortage of funds must not delay shipbuilding [4].
  • Shallow indigenisation: "75%" describes an auxiliary vessel, not the combat systems it will test [1]. The imported share is undisclosed.

Private shipyards and MSMEs have changed where India builds ships, but how fast and how deeply indigenous are still being tested. Assured multi-year order books, a design freeze before steel-cutting, protected budgets and a published indigenisation breakdown can convert this into durable capacity. That would make Aatmanirbhar Bharat the foundation of strategic autonomy and of the Navy's role as preferred security partner in the IOR.
