'Range anxiety' — the fear of a battery draining before the next charging point — remains the foremost demand-side barrier to electric vehicle adoption in India. A dense, reliable and interoperable public charging network is therefore the decisive enabler of the transition.

How public charging infrastructure addresses range anxiety

  • Density and visibility: India now has 52,718 public charging stations [1]; the Ministry of Power's 2024 Guidelines target one station every 1 km in urban areas and 20 km along highways by 2030 [4].
  • Reduced downtime: 16,561 stations carry fast chargers for cars, cutting charging time closer to refuelling time [1].
  • Intercity confidence: charger deployment along 50 national highway corridors and high-traffic sites — toll plazas, airports, fuel outlets — makes long-distance travel viable [2].
  • Interoperability: common standards and battery swapping provisions ensure any vehicle can use any network [4].
  • Ease of entry: charging station installation is an un-licensed activity, drawing private capital from oil marketing companies and EV makers [3].

Evaluating FAME-II and PM E-DRIVE

  • Strengths: FAME-II allocated ₹912.50 crore for public charging stations, creating the first organised network [1]. PM E-DRIVE scales this sharply with ₹2,000 crore, targeting about 72,000 chargers — 22,100 fast chargers for e-4Ws, 1,800 for e-buses and 48,400 for e-2W/3Ws — thus matching infrastructure to India's two- and three-wheeler-dominated fleet [2].
  • Limitations: FAME-II utilisation lagged sanction, with ₹633.44 crore actually expended [1]; fast chargers remain under a third of total stations [1]; deployment is concentrated in metros and major corridors, leaving smaller towns thin; DISCOM connection and land availability delays persist despite the 2024 Guidelines [4].

Overall, the two schemes have moved India from scarcity to a visible charging grid, though coverage quality still trails coverage numbers. Sustained gains need time-bound state nodal agency action, grid readiness and renewable-linked tariffs — aligning EV mobility with SDG-7 and SDG-11 and India's net-zero pledge.
