Discuss the role of UPI as a Digital Public Infrastructure (DPI) in advancing financial inclusion in India. What regulatory challenges accompany its rapid scale-up?

In this answer
  1. UPI as DPI advancing financial inclusion
  2. Regulatory challenges of rapid scale-up

Launched by NPCI in April 2016 under the Payment and Settlement Systems Act, 2007, UPI has grown into the world's largest real-time payments platform, crossing 55.49 crore users by June 2026 [1]. As open, interoperable DPI, it has democratised digital payments while raising fresh regulatory concerns.

UPI as DPI advancing financial inclusion

  • Interoperable public rail: banks live on UPI rose from 44 (FY 2016-17) to 703 (FY 2025-26), extending reach to cooperative and small finance banks in underserved areas [2].
  • Scale and formalisation: FY 2025-26 saw 24,161 crore transactions worth ₹314 lakh crore, deepening the formal economy and widening the tax base [1].
  • JAM synergy: builds on Jan Dhan–Aadhaar–Mobile, enabling low-cost, cashless access for first-time users beyond urban segments.
  • DPI diplomacy: handling nearly 50% of global real-time payments, UPI anchors India's digital public-goods export and soft power [2].

Regulatory challenges of rapid scale-up

  • Fraud and cybersecurity: mass adoption invites phishing and SMS-authentication misuse; RBI/NPCI responded with risk-based transaction limits and the Comprehensive UPI Information Security Framework (2025) [1].
  • Market concentration: dominance of a few third-party apps poses systemic and competition risks.
  • Zero-MDR sustainability: absence of merchant fees strains the revenue model funding this infrastructure.
  • Data protection: overlap with the DPDP Act, 2023 demands robust consumer-data safeguards.

UPI exemplifies inclusive, citizen-centric DPI; sustaining its gains needs agile regulation balancing innovation, security and viability—advancing the constitutional goal of equitable economic empowerment.
