India's defence production rests on a triad — DRDO designing, defence PSUs manufacturing at scale, and private industry supplying components and, increasingly, platforms. DRDO: the design and technology anchor

  • Owns original design of strategic systems; SAAW was developed by Research Centre Imarat, with satellite-navigation and electro-optical guidance variants giving redundancy against signal jamming [2].

Self-reliance must therefore be measured by time to induction, not by a successful test. Strengthening DPSU in-house R&D, raising the research share of the budget and ring-fencing modernisation funds — as the 15th Finance Commission's non-lapsable defence fund proposed [3] — would let the triad deliver Aatmanirbhar Bharat in substance.
