Buy (Indian-IDDM) — Indigenously Designed, Developed and Manufactured — is the highest-preference category under the Defence Acquisition Procedure, requiring Indian design ownership, not merely licensed assembly. The Rs 811 crore Ministry of Defence–Bharat Dynamics Limited contract of 23 September 2026 for 160 Satellite-guided Smart Anti-Airfield Weapons (SAT-SAAW) shows both its promise and its limits [1].

Significance for self-reliance

  • Design ownership: SAT-SAAW was designed by DRDO's Research Centre Imarat, Hyderabad, and is produced by BDL [1][2]. India can alter seeker, warhead or guidance without foreign clearance.
  • Insulation from technology denial: the Standing Committee on Defence (2023) recorded technological denials by foreign suppliers as a direct cause of DRDO project setbacks [3] — a risk imported munitions carry into wartime resupply.

  • Munitions outpace platforms: the IAF held 31 fighter squadrons against an authorised 42 (December 2024) [5] — the launchers age faster than the weapons improve.

IDDM has shifted indigenisation from assembly to design, converting DRDO research into serial production through DPSUs. Its promise will be realised if MoD sustains repeat annual orders, restores transparency on committed liabilities, and begins production tooling alongside user trials — aligning acquisition reform with the Atmanirbhar Bharat goal of credible strategic autonomy.
