Financial inclusion in India has moved beyond opening accounts under the JAM architecture towards actual usage of credit, insurance and pension products. Community-based women intermediaries — Bank Sakhi, Bima Sakhi and the newly proposed Pension Sakhi — have emerged as the decisive last-mile bridge in this shift.

Last-mile delivery and trust

  • Bank Sakhis/BC Sakhis, drawn from Self-Help Groups under DAY-NRLM, deliver deposits, remittances, pension and insurance at the doorstep; the "One GP One BC Sakhi" mission dedicated 50,000 such women in 2021 [1], and over 1.35 lakh BC Sakhis are now deployed [2].
  • Being local women, they overcome distance, literacy and gender barriers that branch banking cannot.

Deepening product coverage

  • Bima Sakhi (LIC, 2024) extends insurance literacy into villages, with training and a three-year stipend for Class-X-pass women aged 18–70 [3]; over 2 lakh Bima Sakhis were enrolled within a year [4].
  • Pension Sakhi, proposed by the Finance Minister at NPS Diwas 2025, replicates this model for pension enrolment, targeting the informal workforce left outside the NPS's 9 crore subscribers and ₹15.5 lakh crore AUM [5].

Women's economic empowerment

  • These roles convert welfare beneficiaries into commission-earning financial agents, enhancing incomes, mobility and bargaining power — a social-justice dividend alongside the economic one.

Administrative efficiency

  • They leverage existing networks (ASHA, Anganwadi, SHG cadres) through incentive-linked outreach rather than fresh bureaucracy [5], and are reinforced by tie-ups such as the PFRDA–NABARD MoU for rural awareness [5].

Limitations persist — uneven digital connectivity, thin commissions, inadequate grievance redress and the risk of mis-selling complex products.

Thus, women intermediaries convert financial access into financial security. Strengthening their training, certification and remuneration, and formalising Pension Sakhi through PFRDA guidelines, would make old-age income security a genuine "Jan Andolan" — advancing the Directive Principle of public assistance in old age and the Viksit Bharat 2047 promise of dignity in retirement.
