The Periodic Labour Force Survey (PLFS), run by the NSO under MoSPI, classifies a person's activity over two reference periods. Usual Status (ps+ss) looks back 365 days, while Current Weekly Status (CWS) looks back 7 days [1]. Since the January 2025 revamp, monthly CWS estimates have been published alongside the annual usual-status figures [1]. The two measures complement each other, but CWS reveals underemployment more clearly.
Significance of Usual Status
- Structural lens: it captures chronic, long-term unemployment and suits five-year planning and skilling policy [1].
- Principal + subsidiary activity: it combines the main activity with any subsidiary work during the year [1]. This gives a fuller picture of how much a person engages with work.
- Long-run comparability: annual estimates allow consistent tracking over time [1].
Significance of Current Weekly Status
- Timeliness: monthly all-India LFPR, WPR and UR allow timely policy interventions [1].
- Seasonality and shocks: the short reference period picks up cyclical swings such as harvest lulls and demand slowdowns.
- Granularity: breakdowns by gender, sector and age-group [1] show gaps such as urban UR at 6.9% against rural 4.2% in September 2026 [2].
- Caveat: month-on-month moves of 0.1 percentage points may be sampling noise, and CWS rates cannot be compared directly with usual-status rates.
Which captures underemployment better?
- Underemployment means people who work, but less than they want to or are able to.
- Usual Status hides it: someone who did some subsidiary work during the year counts as "employed", so long idle spells disappear. This is why usual-status UR is typically lower.
- CWS is better suited: a person idle for most of the reference week shows up in that week's estimate. This exposes seasonal and intermittent idleness.
- Limits: CWS still counts someone as employed for even one hour of work in the week. The Current Daily Status used in earlier NSS rounds measures time-related underemployment more precisely. Discouraged workers fall outside every UR measure, for example a 48.4% NEET rate among young women [3].
Taken together, Usual Status describes the structure of unemployment and CWS tracks it in real time, so neither is enough alone. Adding hours-worked and labour-underutilisation indicators to the monthly PLFS would make CWS a sharper tool against underemployment. This would support SDG 8's goal of full and productive employment.
