Cyber-Physical Systems (CPS) integrate computational algorithms with physical processes through networked sensors and actuators, forming the backbone of AI, IoT, robotics and Industry 4.0 [1]. As India seeks to reduce import dependence in critical technologies, mastery of CPS is central to Atmanirbharta.

Significance for technological self-reliance

  • Deep-tech convergence: CPS spans AI/ML, robotics, IoT, cybersecurity and quantum technologies — domains where indigenous capability determines strategic autonomy [2].
  • Manufacturing upgrade: smart factories and automated supply chains support Make in India's shift from assembly to high-value production.
  • Infrastructure and services: sensor-driven urban utilities, precision agriculture and telemedicine extend developmental delivery.
  • Security dimension: as power grids, transport and payment systems become network-controlled, indigenous CPS reduces reliance on foreign hardware and protects Critical Information Infrastructure.
  • Human capital: CPS creates high-skill employment, arresting brain drain in emerging technologies.

Evaluating NM-ICPS: achievements

  • Approved by the Union Cabinet in December 2018 with an outlay of ₹3,660 crore, implemented by the Department of Science & Technology [3].
  • 25 Technology Innovation Hubs (TIHs) established in premier institutions, each specialising in a distinct advanced-technology domain [2].
  • A translation pathway now exists: four TIHs have been upgraded to Technology Translation Research Parks (TTRPs) at IIT Kanpur, IISc Bengaluru, IIT(ISM) Dhanbad and IIT Indore to scale commercialisation and industry engagement [4].
  • Its quadruple-helix model links academia, industry, government and international partners, alongside skilling and start-up incubation [1].

Limitations

  • Outcomes remain concentrated in elite institutes, with weak diffusion to state universities and MSMEs.
  • Lab-to-market translation is still nascent — the mission's active period was extended to 2027 without additional funding [2].
  • Private R&D co-investment and core semiconductor–sensor hardware dependence persist as gaps.

NM-ICPS has credibly built the institutional scaffolding for CPS capability, even if commercial outcomes lag ambition. Deepening industry co-financing, procurement-linked demand for indigenous CPS products and wider institutional participation can convert this research base into genuine technological self-reliance.
